Victorian Regulations for Landlords

Victorian rental providers are legally required to have an electrical safety check carried out on their property every two years under the Residential Tenancies Regulations 2021. The check must be performed by a licensed electrician and cover all electrical installations, switchboard components, and landlord-supplied fittings in accordance with AS/NZS 3019:2022. Smoke alarms must also be inspected and tested annually to the manufacturer's instructions. Since 29 March 2023, all rental properties in Victoria must have RCD safety switches protecting every power and lighting circuit. If your property still has a ceramic fuse board or an outdated switchboard, it will likely need upgrading before it can pass.

After each inspection, your electrician must provide a detailed compliance report that includes their name, licence number, the date of the check, and any repairs required. You're required to keep this record on file and provide it to tenants within 7 days of a written request. Non-compliance can result in penalties of up to 60 penalty units.

What does the 19-point electrical and smoke alarm safety check include?
Our comprehensive inspection covers all accessible powerpoints, light switches, smoke alarms, safety switches (RCDs), switchboard condition, earth fault testing, and more, all in a single visit. You'll receive a detailed report on the day outlining the condition of your property's electrical installation.
How long does the electrical and smoke alarm safety check take?
Most inspections are completed within 60-90 minutes depending on the size of the property. We handle everything in one visit so there's no need to arrange multiple appointments.
What happens if something fails during the safety check?
If we identify any issues, they'll be clearly outlined in your report along with a quote for rectification. Any faults should be repaired as soon as possible, and some may need to be resolved before tenants can continue residing at the property. We offer competitive quotes on the day, however you're free to get quotes elsewhere. We won't carry out any additional work without your approval first.
Do I need to be at the property during the rental safety check?
No. As long as we have access to the property and all electrical areas including the switchboard, you don't need to be on site. We can coordinate access with your tenant or property manager directly.
What do I receive once the safety check is completed?
You'll receive a digital report prepared in accordance with Section 2 of AS/NZS 3019 "Electrical installations - Periodic Verification". The report outlines the name of the licensed electrician, licence number, date of the check and results including any repairs that were required, actions taken, whether the property passed or failed, and when the next check is due.
Is this the same as a certificate of electrical safety?
A Certificate of Electrical Safety (COES) is only required when electrical work is carried out, not for safety inspections. Energy Safe Victoria actually advises against issuing one for routine safety checks.
